I am pleased to share with you the highlights of two recent CCO Council meetings. At its regular Council meeting, held on April 16, 2024, a series by-law amendments approved by Council in February 2024 took effect. The amendments had been previously distributed for consultation and feedback in September 2023. The complete current by-laws are available at the following link.
Thank you to all stakeholders who provided feedback on the by-laws. All of the feedback was reviewed and considered, and Council carefully determined the amendments that would be consistent with best practices, and which would honour CCO’s statutory responsibility to regulate chiropractic in the public interest. As a reminder, the agenda and a complete public information package pertaining to each Council meeting are available on the CCO website at the following link.
On April 17, 2024 at its internal Elections Meeting, Council elected committee members to each of CCO’s statutory committees. The complete list of committee members can be found here. I am grateful that so many members outside of Council expressed an interest in serving on a CCO committee. For my part, I am very much looking forward to continuing to serve as CCO President for another term!
We have several exiting initiatives on the horizon, including our strategic planning session in September 2024, where Council and staff will review CCO’s mission, vision and strategic objectives for the next five years. As noted previously, CCO is ‘taking its show on the road’ by hosting the mandatory Regulatory Excellence Workshop (REW) in select cites across the province. (I understand that more than 100 people have signed up for the event in Ottawa.). The REW also continues to be available virtually. Excellent progress continues to be made on the development of an updated website for the College. (More on that below.)

CCO News and Updates – April 26, 2024
2023 CCO College Performance Measurement Framework (CPMF) Report
After a significant effort and staff achievement, the College’s 2023 CPMF Report has been successfully submitted to the Ontario Ministry of Health and Long-Term Care. The 2023 CMPF report has been posted on the CCO website at the following link.
The CPMF benchmarking tool continues to serve as a cornerstone of regulatory transparency and excellence. It provides the public, members, the ministry and other stakeholders with critical insights into the activities and processes of health regulatory Colleges in the province. CCO’s 2023 CPMF report demonstrates the College’s continued commitment to improvement in its regulation of chiropractic in the public interest. The annual CPMF reporting cycle provides a roadmap of strategic opportunities for the College to strengthen its governance and enhance its competencies, and greatly aids in the identification of key priorities for the following year.
CCO Council will review the completed 2023 CPMF Report, along with any commendable or best practices identified in the reports of our colleagues in health regulation at other colleges, during its upcoming Strategic Planning session in September.
CCO Congratulated for Obtaining Lowest Risk Rating Possible from OFC
CCO was recently notified by the Office of the Fairness Commissioner (OFC) that, following a rigorous risk review, the OFC has deemed the College a “low-risk” regulator for the oversight period April 1, 2024, to March 31, 2026.
The OFC assesses each regulator’s operations against five risk factors that may impede the regulator’s ability to apply fair registration practices when licensing domestic and internationally trained applicants. These include the regulator’s organizational capacity, relations with third-party service providers, compliance with newly introduced legislative obligations, and public policy considerations like the ability to address labour market shortages and anti-racism concerns.
The OFC oversees the licensing practices of 41 regulatory bodies, covering virtually every sector of the province’s service sector and economy. It exists to help establish registration processes that are transparent, objective, impartial and fair, and that comply with the specific legal obligations identified in legislation.
CCO’s low-risk rating means that the College will annually submit a Fair Registration Practices Report, and meet once annually with the OFC.
Website Project Update
After a rigorous RFP process in late winter, Council selected the highly respected design firm C(Group to spearhead the redesign of the CCO website.
Work is well underway to craft a new College web platform that’s not only functional and responsive, but is easier to navigate and search, and that will meet the highest accessibility standards.
The intensive work over the past six weeks has included an analysis of the current website’s technical landscape, research into staff needs and requirements (both functionally and in terms of content), and the creation and approval of a fulsome creative brief to guide the design and building of the new website — which will begin over the next few weeks. Sights are set on a 2024 fall launch for the newly re-imagined and re-architected CCO website.
