President’s Message – September 26, 2025
As summer winds down and we look toward the first crisp days of fall (and yes, even winter not too far ahead), I wanted to share a few reflections on my first six months as President of the College of Chiropractors of Ontario. It’s been a busy, rewarding, and energizing start to my term and I’m grateful for the opportunity to work alongside such dedicated staff and Council colleagues.
Since stepping into the role, CCO has been hard at work on a number of ongoing initiatives. We’ve reviewed and advanced several by-law changes to keep our governance processes clear, effective, and responsive. They are not always the most high-profile changes, but they strengthen the foundation for everything else we do. Our committees have met regularly to consider registration, quality assurance, complaints, and discipline matters. Their efforts ensure that the College runs smoothly and upholds its responsibilities as a regulator in serving the public interest. Recently, we collectively had a chance to step away from the day-to-day and focus on our longer-term strategic objectives, which you can read more about below.
I’m proud of the momentum we’ve built together, and excited about the road ahead.

Ministry of Health launches consultations on ability to order diagnostic tests
On September 17, 2025 the province announced it was beginning consultations on expanding the scopes of practice for a wide range of regulated health professionals to reduce pressure on the health-care system and to allow providers to work to the full extent of their training and expertise. For chiropractors, this includes granting the authority to order certain diagnostic imaging procedures, such as x-rays, MRIs and CTs alongside several other regulated health professionals (chiropractors already have the authorization to take and order x-rays under the Healing Arts Radiation Protection Act, 1990).
As CCO President Dr. Kyle Grice stated in response to the announcement: “These tools will provide chiropractors with the tools they need to practice safely and effectively within the chiropractic scope of practice, for the benefit of Ontarians. CCO has standards of practice ready for approval, pending the appropriate regulatory changes. We look forward to working with the Ministry and other system partners on this important consultation.”
It is important to note there is no timeline for when or if when the Ministry will grant these changes, however, these consultations are an important step in the process. More information on the consultations is available at the Ontario Regulatory Registry. The close date for comments is November 3, 2025.
CCO Strategic Planning Session
CCO Council, staff and invited facilitators met for two days of discussion, planning and evaluation in mid-September during the College’s annual Strategic Planning session. Reflecting the weekend’s theme of “Reviewing Progress/ Paving the Way Forward”, participants worked through a full agenda that was structured around the four strategic objectives that emerged from last year’s planning session and the progress made to date on each. These are:
- Strengthen Governance and Leadership
- Strengthen the understanding of CCO and the Profession’s Role in the Healthcare System
- Demonstrate a Proactive Approach to Regulatory Change
- Enhance Member Engagement and Communication (internal and external)
Through a series of facilitated workshops and small group discussions, a consensus emerged on the detailed actions and next steps in continued support of these objectives. A considerable focus of strengthening governance was the evaluation of Council effectiveness, including the development, and monitoring, of Key Performance Indicators. CCO staff were tasked with drafting an annual evaluation framework for Council’s review, and a timeline was established for its implementation. Similarly, Council committed to developing and incorporating KPIs into committee agendas, and an annual reporting cycle to Council.
Creative brainstorming led to discussion of a number of special project considerations for the upcoming year, including the possibility of leveraging AI for regulatory functions. Stay tuned for further details.
Council revisited CCO’s current communications strategy, and reviewed detailed analytics regarding members use and engagement of the new website and other initiatives. Thoughtful consideration was given to further enhancements, including additional uses of infographics, potential short video, and how best to leverage the growing availability of AI communication tools.

By-law Amendments Approved at the September 12, 2025 CCO Council Meeting
CCO Council approved a number of by-law amendments at its September 12, 2025 Council Meeting. These amendments, and their public interest rationale, are available in the following chart and come into effect once the Sept 12, 2025 Council minutes are approved on November 20, 2025.
By-law Amendments include:
- Clarifying that a CCO member who is a member of a committee, sub-committee or working group of a chiropractic association in the preceding three years is ineligible for election to CCO Council;
- Creating consistency throughout the by-laws that the District 7 Council member is a member of the faculty of an accredited educational institution;
- Adding that the incapacity of a Council member shall deem that seat to be vacant;
- Removing the restriction that a Council member appointed to fill a vacancy is ineligible to seek a nomination for election in the next election;
- Clarifying procedures for tie-breaking in elections within Council;
- Changing the name of non-Chiropractic committee members to “Council-Appointed Members” to better describe the role:
The amended by-laws will be posted on CCO’s website (link) once they come into effect on November 20, 2025.
Proposed Amendments to By-law 17: Public Register – Feedback requested by December 1, 2025
CCO is circulating proposed amendments to By-law 17: Public Register, that would add to the public register a member’s self-declaration that they:
- Provide chiropractic care of animals, or
- Provide acupuncture.
These two designations require additional education and training, as described in Standard of Practice S-009: Chiropractic Care of Animals and S-017: Acupuncture. CCO Council is of the opinion that it would be in the public interest to include these qualifications on the public register, so the public can verify this information about CCO members.
Please review the draft proposed amendments to By-law 17: Public Register and provide feedback by December 1, 2025.
Upcoming Registration Renewals
All chiropractors in Ontario must be registered with CCO and renew their certificates of registration annually. Renewals for 2026 will begin in late October and can be completed through the online renewal portal on CCO’s website when activated. Members will be notified in late October with instructions for member and professional incorporation renewal.
